I now understand that this is an issue in file-rc as its
/etc/init.d/rc script does not do any calls to splash_progress to
indicate its progress to a splash-screen process. Reassigning and
retitling.

It is not using the LSB functions, but it looks like it can be
enhanced to do so. The /etc/init.d/rc script from sysv-rc can aid as a
template for the modifications in file-rc's /etc/init.d/rc.

It has popcon rank 13306 for installations, so it is not overly
popular, but I like the approach of having a single configuration file
/etc/runlevel.conf indicating which program should run in which run
level much more over the usual forest of clumsily named symlinks.

It would be great if file-rc would be able to feed a splash-screen
progress bar somewhen in the near future.
