[Update-resolv-devel] resolvconf 0.32

Hi all.  Resolvconf 0.32 has been released.  The most important
change is that the postinst now optionally downups all interfaces
and restarts DNS caches.  This is necessary if nameserver
information is to be valid after installation is complete.
This should be tested by more than one person.  :)

Please note that some DD will have to volunteer to maintain
the resolvconf package if it is to get into the archive.  (IANADD.)
