At first, friendly direct contact, with CC to the list welcome. If they
still don't do their Debian work, offer to adopt their Debian package as
the Utnubu team, and continue maintainership based on their Ubuntu
package. If they don't want that, it's just neglecting their package and
should be treated like that, no matter how well their Ubuntu package is.
