Feel free to post tested patches to the Debian BTS.

The maintainers are free to join efforts or to work separately.

If some packages are in Ubuntu and not (yet) in Debian, then this is
simply because someone packaged the software for Ubuntu first.

Reality is that Debian is "upstream" for Ubuntu for many packages, but
it is OK that Ubuntu is ahead for some packages, and that Debian copies
from Ubuntu for those packages.

Various reasons, including lack of time, but also personal preferences
of the maintainers, technical differences between Ubuntu and Debian, ...

Can you be more specific on what exactly you want to help and what kind

Non-DD's can prepare an NMU and have that NMU reviewed and uploaded by a
sponsor.
