The man-page documents the customize option as follows:

--customize=SCRIPT
       run  SCRIPT  after  setting up system. If the script does not
       exist in the current working directory,  /usr/share/vmdeboot‐
       strap/examples/  will  be  checked  as a fallback. The script
       needs to be executable and is passed the  root  directory  of
       the  debootstrap as the only argument. Use chroot if you need
       to execute binaries within the debootstrap.

Actually the script must always be provided with a fully qualified path
for the tool to pick it up, neither the current working directory nor
/usr/share/vmdebootstrap/examples is used.

The same issue applies for version 1.4 which is in backporst. I did not
test 1.6 from unstable/testing.
