Its a Debian thing. Debian does use rp-pppoe though it doesnt include
the scripts /usr/sbin/adsl-{start,init,setup,start,status,stop} and
/etc/ppp/pppoe.conf.
Ive built a debian package that includes these scripts and am getting
webmin-adsl tested tonight using an ADSL PPPoE connection.
Ill report back the results.
