Repeated this after installing this tool via synaptic three times.
I would install webmin/webmin-bandwidth via synaptic, log in, go to the
network tab, click on bandwidth monitor, run the setup monitoring button,
turn it on--and my existing iptables ruleset would be completely removed.
After installing via synaptic and immediately upgrading to 1.260 of
webmin and all packages through the webmin utility, this problem no longer
occurred.

Kernel is basically stock with nvidia drivers compiled in.
