[Welcome-team] Status of the Welcome Team

Hi!

We should get this going! Do we have any way forward with the goals we setup?

E.g. a way to measure new contributors that should be approached etc.

I have not yet done more than talking to the writers of wiki.d.o/Welcome page.
Not found any conclusion in merging that page with our team either.
