So, your input character set is UTF-8:

  genisoimage -input-charset utf-8 .....

-output-charset will not affect the filenames seen by Windows, only the
filenames seen by Linux/Unix, so that can be either iso-8859-15 or
utf-8.  If you use -output-charset iso-8859-15, it will work with the
default mount options in Linux.
