I had a look into the specs.
ECMA-279 table 5 says that the data zone starts at radius 24.0 mm.
Lead out starts at least at 35.0 mm, data ends at most at 58.0.
The area ratio between the ring from 24 to 35, and the ring from
24 to 58 is 0.23278. Multiplied by the capacity of 4482 MB, the
ring between 24 and 35 mm holds about 1 GB.

So the minimum writing time for DVD-R and sequential DVD-RW is
  1043 MB / 1,385,000 / speed factor
with speed factor 2:
  395 seconds = 6.5 minutes
