That is called "deadkeys". That's what I use.

Except for backticks there is a proper key for the single quotes on
the german keyboard. if you have unicode, '+space is actually supposed
to make an "forward" accent on a whitespace, just like `+space. German
keyboards have a key for # and the real apostroph '.
