Hello!

It generates the report!  It's nice!  It's a nice place where to send
people who offer help with tagging!

So far it's updated randomly by me by hand, and limited to 30 packages
per group.  I'd like to automate it, but my home server does not have
the horsepower required to generate and convert to HTML the full todo
report on a regular basis.
