Sorry, I'm failing to understand quite what you're asking.

But anyway we can't transition to 3.1, as it's not ABI stable - we need to wait
for upstream to release 3.2 to do that actual transition.  We can try to
get wider testing with 3.1, and perhaps upload a version to experimental,
but even for that, waiting for 3.1.1 is probably sensible as 3.1.0 is quite
old now, and packaging a snapshot makes forwarding bugs upstream more complex.

Meanwhile I think uploading 3.0.3.1 makes sense - there have been a lot of
fixes since 3.0.2, and it allows dropping 3 patches we're carrying.  Also there
are a few debian-specific bugs that we can deal with.
