ah ... right -- I have forgotten that people might still be using 32bit
installations, and our ad-hoc scripts I believe also didn't allow for
such flexibility (you would need to patch nd_build and nd_adddist to
exclude amd64) -- sorry about that, we should fix that eventually

Is the box CPU itself 64-bit or some older 32bit one?  Then I
wonder if 64bit NeuroDebian VM would work on a 32bit box without any
significant performance hit

Meanwhile we could concentrate on making your package build on your
32bit box without all the ND farm of chroots -- does it build if you use
pbuilder ? (if packaging/repository is in git, I would recommend into
using git-buildpackage which has a mode to build using pbuilder, i.e. in
a clean chroot)
