Indeed.

It did? That’s the new part for me.

Of course you need the host name resolution configuration (hosts,
resolv.conf, possibly nsswitch.conf but not if it includes things
like nss_pgsql so probably not…) for everything *but* the build
phase. During the build phase, you want a minimal setup, localhost
only and unshared.
