Yes, this is the responsibility of the graphviz maintainer.  He should add
the appropriate commands to the postinst and postrm scripts of graphviz.
Look how it is done by the atlas3-base package:

    /var/lib/dpkg/info/atlas3-base.post{inst,rm}
