I often upload to experimental, including it there is no problem.
Getting it to unstable and Lenny more so, it always requires asking
the release team for an exception. But translation fixes like those
are very likely to get approved. So I'll upload to unstable once the
translation is reasonably complete.

It's mentioned in "apt-cache source cups":

  Vcs-Bzr: bzr+ssh://bzr.debian.org/pkg-cups/cups/lenny

So you can just create your own branch with

  bzr get bzr+ssh://bzr.debian.org/pkg-cups/cups/lenny

and start hacking on it. Of course you can't push, but you can put
your branch to a place like people.debian.org, or just send me diffs,
whatever you prefer.
