Right, I understand. However...

That's what I meant, there is nothing to query *against*. cupsd does
not provide any d-bus object. It opens the bus, fires the signal, and
tears it down again. It's really very primitive.
So with no d-bus service being present, I still don't see a way how to
write a policy for it?
