Configurable IDLE method for 2.3

Hi,

I have finally found some time to check what has to be done for
configurable IDLE method for Cyrus IMAPD 2.3.

I have some good news :-).

Upstream has adapted another (better) way of handling IDLED.  imapd (and
friends) checks whether idled can be contacted and uses appropriate
method for IDLE (poll if idled is not running and idled if idled is
running).

So nothing has to be patched and it works out of the box, just by
running idled from cyrus.conf.
