[Pkg-dkms-maint] dkms 2.2.1.0 and upstream revision

Hi Daniel,

There are quite some differences, but I'm uploading a 2.2.0.3-5
version right away to get some useful features land first, and then
work on syncing more upstream changes.

We don't need to maintain our git repository to share commits with
upstream since we put patches applying to upstream source in separate
directory (debian/patches).
