    docs: Point to https://dev.gnupg.org/ .
    
    Replace mentions of bugs.gnupg.org with https://dev.gnupg.org/.  Since
    the project has transitioned to a better workflow for supporting
    contributions, we should ensure that our documentation points to the
    right place.
