    dnsmngr: Fix use of CPP.
    
    * dirmngr/dns.c (HAVE_STATIC_ASSERT, HAVE___ATOMIC_FETCH_ADD)
    (DNS_HAVE_SOCKADDR_UN, HAVE_SOCK_NONBLOCK): Don't use defined
    to be expanded for expression evaluation.
