Yeah, I also stumbled across this. I tried half the day to establish
some test during buildtime yesterday. I tried using the provided
tox.ini from upstream and also just calling the test files with python
unittest. But in both cases with not so much success. If you are
interested I have both attempts in separate branches in my local git
repo and could push them to alioth or provide you the patches as files.

BTW: Are you meaning dep8 from debian or pep8 from python?

It should be no buildep but it's declared as install_requires in the
setup.py. I added a debian/pydist-overrides for whisper and the warning
is gone.
