Release 0.99.18 to unstable and new 0.99.19

I have been very busy these last times and I could not find time to
dedicate myself to the pkg-jed project.  I will try though to have a look
at the packages during this week.

Upgrading to unstable is a serious move and we must be sure that the
upgrade will be smooth.  Also, there will be surely several issues about
user personal configuration breakage (I will be one of the affected
users, at least).  I am sorry for slowing down things, but this is an
important issue which will affect a huge number of users.

I cannot access the URL above, at least the #id part seems broken.
What changes in the directory structure would you propose?
