[Pkg-octave-devel] Incompatibilities between octave3.0 and 3.1 packages

In the process of preparing the release of 3.1.52-1, I am coping with the
issue above, among many other things.
The packages directory is versioned now, as proposed above. I did the
necessary changes to octave-pkg-dev and all the octave-forge-pkgs packages
build-depend now on octave-pkg-dev >= 0.6.2.
All these changes will be uploaded to experimental, such that we will have a
chance to fix any problems before the packages are uploaded to unstable,
post-lenny.
Tests and comments are welcome.
