I agree that it can be confusing.  Unfortunately, the client binary
produced by the typical silc package is actually /usr/bin/silc.

installing silcc but having to run /usr/bin/silc is even more
confusing.  My vote:

 * Definitely rename the silc-server package to silcd, which Provides:
   silc-server

 * Either keep silc-client with the same name (to avoid the confusion
   David describes above) or rename it to silc (to align with the name
   of the binary, since we're already clobbering one namespace).  I
   prefer the latter myself.
