Don't you have this file /etc/inittab ? I don't succeed to reproduce
this error, the one I get is about /lib/init/rw.
The fix that made Luis about a missing /etc/inittab file should work
for you, it isn't in 0.3.3 but only on SVN. However you will have the
same problem I got.
About /lib/init/rw, it's the splashy init script (/etc/init.d/splashy)
which use this directory because it's a place where you can write during
the boot process even in read-only file system. It seems that Ubuntu
doesn't have /lib/init/rw. I tried to add an entry to fstab without
success.
The difference between Ubuntu and Debian is the package initscripts
doesn't provide the same file for /lib/init/mount-functions.sh (probably
more than only this difference), what is important is that the Ubuntu
one doesn't have the "tmpfs" option, it can only mount a "proc" file
system and /lib/init/rw is tmpfs.
While Ubuntu will not allow you to mount this kind of directory, it
will be a problem with the current way Splashy uses to count the
progress steps (thinking about a fallback).
So, I don't think you'll be able to run splashy correctly on Feisty
right now, exept if someone come here saying "I have Ubuntu Feisty and
Splashy works".
