in repository gnupg2.

commit ecb0988decbdebef2be7c4779d18bcb37d1e3e6b
Author: Daniel Kahn Gillmor <dkg at fifthhorseman.net>
Date: Thu Mar 31 22:03:26 2016 -0400

ship lspgpot, gpg-zip, and gpgsplit in gnupg

The 1.4 branch of gnupg binary packages all shipped these three tools,
so there may be dependencies on them based on that name.

Now that we're producing the gnupg binary from the gnupg2 source, we
should ship these tools here as well.
